Gary is a Professor of Law Emeritus at the UCLA School of Law. He was a poverty lawyer for 15 years before joining the UCLA faculty in 1991. He began representing homeless individuals and families in 1983 at the Legal Aid Foundation, where he coordinated the work of other legal services and pro bono lawyers in advocating for the basic human rights of poor and homeless people. After joining the UCLA faculty, he continued to be an advocate and researcher on homelessness. In addition to his work as a lawyer and researcher, Gary has worked with community groups and organizations dealing with housing and homelessness. He has been the President of the National Coalition for the Homeless, Homeless Health Care Los Angeles, and other local nonprofit organizations and serves on the board of Housing Works and Pathways Housing First Institute.
